The International Road Passenger Transport (Amendment) (Northern Ireland) (EU Exit) Regulations 2019
In accordance with paragraph 1(3) of Schedule 7 to that Act, a draft of this instrument has been laid before Parliament and approved by a resolution of each House of Parliament.
PART 1Introduction
Citation, commencement and extent1.
(1)
These Regulations may be cited as the International Road Passenger Transport (Amendment) (Northern Ireland) (EU Exit) Regulations 2019.
(2)
These Regulations come into force on the later of—
(a)
exit day; and
(b)
the day after the date on which these Regulations are made.
(3)
These Regulations extend to Northern Ireland only.
PART 2Amendment of primary legislation
Amendment of the Transport Act (Northern Ireland) 19672.

incurred a conviction or penalty for a most serious infringement;”; and

“most serious infringement” means—

an infringement referred to in Annex 4 of the 2009 Regulation;

an infringement referred to in regulations made under Article 6.2(b) of the 2009 Regulation which the regulations define as having the highest degree of seriousness of infringements which the regulations establish;”.

These Regulations are made in exercise of the powers conferred by section 8(1) of the European Union (Withdrawal) Act 2018 (c. 16) in order to address failures of retained EU law to operate effectively and other deficiencies (in particular under sections 8(2)(a), (c) and (g)) arising from the withdrawal of the United Kingdom from the European Union.
These Regulations make amendments to legislation in the field of international bus and coach services. Part 2 amends primary legislation and Part 3 amends subordinate legislation.
An impact assessment has not been produced for this instrument as no, or no significant, impact on the private or voluntary sector is foreseen.
