A person must not provide, directly or indirectly, relevant energy services.

Paragraph (1) is subject to Part 7 (Exceptions and licences).

A person who contravenes the prohibition in paragraph (1) commits an offence, but it is a defence for a person charged with that offence to show that the person did not know and had no reasonable cause to suspect that the person was providing relevant energy services.

In this regulation—

• F1“relevant energy services” means specified services necessary for an oil or gas exploration or production project in Russia;

• “specified services” means any of the following—

  1. a

     drilling;

  2. b

     well testing;

  3. c

     logging and completion services;

  4. d

     supply of specialised floating vessels.
