The Secretary of State makes these Regulations in exercise of the powers conferred by section 2(2) of the European Communities Act 19721.
The Secretary of State is designated2 for the purposes of that section of that Act in relation to basic safety standards for the health protection of the general public and workers against the dangers of ionising radiation.
