8.—(1) Regulation 11 is amended as follows.
(2) In paragraph (9), omit “(whether or not it involves a vessel covered by the Directive)”.
(3) In paragraph (10), for “vessel covered by the Directive” substitute “relevant vessel”.
(4) Omit paragraph (13).
