In these Rules, “the Appendix” means the Appendix to these Rules contained in Part 9 of this Schedule.

Other expressions used both in these Rules and in the 1983 Act (as it applies to local government elections), except for those defined in article 2 or modified by article 3, shall have the same meaning in these Rules as they have in that Act.
