2.  Hay’at Tahrir Al-Sham, being a name that is not specified in Schedule 2 to the Terrorism Act 2000 (proscribed organisations), is to be treated as another name for the organisation listed in that Schedule as Al-Qa’ida(1).

Al-Qa’ida was added to Schedule 2 to the Terrorism Act 2000 by article 2 of S.I. 2001/1261. Article 2 of S.I. 2013/1795 specifies that “al-Nusrah Front” and “Jabhat al-Nusrah li-ahl al Sham” are to be treated as other names for Al-Qa’ida. Article 2 of S.I. 2016/1187 specifies that “Jabhat Fatah al-Sham” is to be treated as another name for Al-Qa’ida. Other amendments to Schedule 2 to the Terrorism Act 2000 are not relevant.
