EXPLANATORY NOTE

This Order makes changes to electoral arrangements for the city of Leeds following recommendations made by the Local Government Boundary Commission for England. The area of the city remains unchanged. The changes which articles 3 and 4 introduce begin to apply to local government elections in 2018.
Article 3 abolishes the existing electoral wards comprising the city of Leeds and provides that Leeds is divided into 33 wards and names each of them. Each of those wards is represented by three councillors.
Article 4 makes provision for a whole city council election in 2018. Subsequently, the council will revert to the existing system of election by thirds. That article also provides for the order of retirement of councillors in 2019, 2020 and 2022 and the election of their replacements.
