CHAPTER 1Air traffic services
Duty of person in charge to be satisfied as to competence of controllers181.
The holder of an approval granted under article 180 must not permit any person to act as an air traffic controller or a student air traffic controller in the provision of the service under the approval unless—
(a)
that person holds an appropriate licence; and
(b)
the approval holder is satisfied that the person is competent to perform the duties of an air traffic controller or a student air traffic controller.
