EXPLANATORY NOTE

(This note is not part of the Regulations)

These Regulations bring into force—

• provisions in Part 3 of the Scotland Act 2016, which relate to welfare benefits and employment support;

• section 65 of the Act, which makes various amendments to the Office of Communications Act 2002.
