4.—(1) Subject to paragraph (2), these Regulations apply—
(a)in Great Britain; and
(b)outside Great Britain as sections 1 to 59 and 80 to 82 of the 1974 Act apply by virtue of articles 4(1) and (2), 5 and 6 of the Health and Safety at Work etc. Act 1974 (Application outside Great Britain) Order 2013 M1.
(2) These Regulations do not apply—
(a)to wells to which the Borehole Sites and Operations Regulations 1995 M2 apply;
(b)in any case where the Offshore Installations (Safety Case) Regulations 2005 M3 apply.
(3) These Regulations do not extend to Northern Ireland.
