Coming into force
The Secretary of State makes these Regulations in exercise of the powers conferred by sections 1(3) (as applied by section 44), 7(1), 14(7), 36(6), 37(3), 38(1), (3)(a) to (d), (4) and 63(1) of the Clean Air Act 19931.
In accordance with sections 37(4) and 38(2) of that Act, the Secretary of State has consulted such persons as appear to her—
a
to represent local authorities,
b
to represent industrial interests, and
c
to be conversant with problems of air pollution,
as she considers appropriate.
