This instrument revokes two Schemes which are spent.
The Airports Policy White Paper (Cmnd 9542) published in June 1985 committed the Government to reviewing the Noise Insulation Grants Schemes made in 1980 in respect of Heathrow and Gatwick Airports. Following the review the Secretary of State made a new scheme for each airport: the Heathrow Airport—London Noise Insulation Grants Scheme 1989 (S.I. 1989/247) and the Gatwick Airport—London Noise Insulation Grants Scheme 1989 (S.I. 1989/248). The Schemes required Heathrow Airport Limited and Gatwick Airport Limited to pay grants towards the cost of installing domestic insulation in eligible dwellings in the vicinity of the airports.
The last date for lodging an application under the Schemes was 31st March 1991 and all insulation work had to be completed by 30th September 1992. As these dates have been past the Schemes are spent.
