EXPLANATORY NOTE

(This note is not part of the Regulations)

These Regulations revoke three instruments.

The Civil Aviation (Personnel Licences) Order 1992 (S.I. 1992/2673) and one amending instrument (S.I. 1994/1733) ensured compliance with that much of EC Directive 91/670 (on the mutual acceptance of personnel licences for the exercise of functions in civil aviation) as concerned the application of article 5 of that Directive in Northern Ireland. This Directive was repealed by Regulation (EC) 216/2008 of the European Parliament and of the Council dated 20th February 2008 (on common rules in the field of civil aviation and establishing a European Aviation Safety Agency). The instruments revoked are therefore spent.

The Procurement of Air Navigation Equipment (Technical Specifications) Regulations 1997 (S.I. 1997/2329) required National Air Traffic Services Limited to ensure compliance with Directive 93/65/ECC (on the definition and use of compatible technical specifications for the procurement of air traffic management equipment and systems) when purchasing relevant air traffic management equipment. This Directive was repealed in October 2005 by Regulation (EC) 552/2004 (on the interoperability of the European Air Traffic Management network), and these Regulations are now spent.
