The Secretary of State makes these Regulations in exercise of powers conferred by sections 7, 8, 10 and 51(1) of the Employment Act 20021 and sections 8(1)(f) and (ga) and 25(3) and (6) of the Social Security Contributions (Transfer of Functions, etc.) Act 19992 with the concurrence of the Commissioners for Her Majesty’s Revenue and Customs3.
