These Regulations amend the Producer Responsibility Obligations (Packaging Waste) Regulations 2007 (“the 2007 Regulations”). The 2007 Regulations impose on producers the obligation to recover and recycle packaging waste in order to attain the recovery and recycling targets set out in Article 6(1) of Council Directive 94/62/EC on packaging and packaging waste (OJNo. L 365, 31.12.1994, p.10, as last amended by Commission Directive 2013/2/EU (OJNo. L 37, 8.2.2013, p.10-12)). These Regulations change the recycling and the recycling by re-melt targets for glass for the years 2014, 2015, 2016 and 2017.
