3.—(1) The appointed day for the coming into force of the provisions listed in paragraph (2) is the day after the day on which the Secretary of State first makes an Order under section 6 of the Act.
(2) The provisions are—
(a)section 2 of the Act (traffic commissioners);
(b)section 3(1) of the Act, in so far as it is not already in force;
(c)section 4(1) (in so far as it relates to section 4(4) to (9)) and section 4(4) to (9) of the Act (amendments of Schedule 2 to the PPVA 1981(1)); and
(d)section 5 of the Act (transitional provision for existing traffic commissioners etc).
The Public Passenger Vehicles Act 1981 (c.14), as defined in section 132 of the Local Transport Act 2008.
