5.—(1) Unless authorised by a UK licence, [F1a person commits an offence and may be arrested if that person (directly or indirectly) provides] brokering services related to the equipment, goods or technology which might be used for internal repression or for the manufacture and maintenance of products which could be used for internal repression as listed in Schedule 2 to any person, entity or body in Syria or for use in Syria.
(2) In this article, “brokering services” means—
(a)the negotiation or arrangement of transactions for the purchase, sale or supply of goods and technology from one third country to any other third country; or
(b)the selling or buying of goods and technology that are located in third countries for their transfer to another third country.
