The Secretary of State, in exercise of the powers conferred by sections 15A(1), (3), (6), (7) and (9) and 15B(1), (4) and (5) of the Commons Act 2006(1) and sections 31(6A), (6C), (13) and (14) and 31A of the Highways Act 1980(2), makes the following Regulations:

2006 c. 26; section 61(1) defines the “appropriate national authority” as the Secretary of State in relation to England. Sections 15A and 15B were inserted into the Commons Act 2006 by section 15 of the Growth and Infrastructure Act 2013 (c. 27).

1980 c. 66. Section 31(6) was amended by Schedule 6 to the Countryside and Rights of Way Act 2000 (c. 37), paragraph 3 of Part 1. Section 31(6A), (6C), (13), and (14) was inserted by section 13 of the Growth and Infrastructure Act 2013 (c. 27). Section 31(7) was amended by Schedule 4 to the Local Government Act 1985 (c. 51), paragraph 7. Section 31A was inserted into the Highways Act 1980 by section 57 of and paragraph 4 of Part 1 of Schedule 6 to the Countryside and Rights of Way Act 2000 (c. 37).
