<P><Text>The amendments made by this instrument ensure that section 11 of the 2011 Act is consistent with recent changes to the implementation in England and Wales and Scotland of article 7 of Directive <Citation URI="http://www.legislation.gov.uk/european/directive/2002/0091" id="c00002" Class="EuropeanUnionDirective" Year="2002" Number="91">2002/91/<Acronym Expansion="European Community">EC</Acronym></Citation> of the European Parliament and of the Council of 16 December 2002 on the energy performance of buildings (2002/EC, <Acronym Expansion="Official Journal">OJ</Acronym> No L 1, 4.1.2003, p65). The 2008 Regulations were made after the 2011 Act obtained Royal Assent.</Text></P>
<P><Text>The 2007 Regulations will be replaced by the Energy Performance of Buildings (England and Wales) Regulations 2012 (<Citation URI="http://www.legislation.gov.uk/id/uksi/2012/3118" id="c00005" Class="UnitedKingdomStatutoryInstrument" Year="2012" Number="3118">S.I. 2012/3118</Citation>) with effect from 9th January 2013.
