The Secretary of State makes this Order—

  1. a

    in exercise of the powers conferred by section 22(1) and (2) of the Petroleum Act 19873; and

  2. b

    for the purpose of giving effect to proposals submitted to him by the Health and Safety Executive under section 24(2A)4 of that Act.
