(a)

in subsection (2), for “Commission” (in each place) substitute “Secretary of State”;

(b)

in subsection (3), for “Commission” (in both places) substitute “Secretary of State” and for “its” substitute “the”; and

(c)

in subsection (5), for “Commission” substitute “Secretary of State”.
