This regulation applies where the appellant or the Authority has failed, within the relevant time limits, to take any step or provide any information required under these Regulations.

The appointed person may, after giving the appellant and the Authority notice of intention to do so, determine an appeal even though that step has not been taken or that information has not been provided.
