interpretation</heading><num>1.</num><paragraph eId="article-1-1"><num>(1)</num><content><p>This Order may be cited as the Welfare Reform Act 2009 (Commencement <abbr title="Number">No.</abbr> 4) Order 2011.</p></content></paragraph><paragraph eId="article-1-2"><num>(2)</num><intro><p>In this Order—</p></intro><hcontainer name="definition"><content><p>“<abbr title="Welfare Reform Act 2009 c. 24">the Act</abbr>” means the Welfare Reform Act 2009;</p></content></hcontainer><hcontainer name="definition"><content><p>“the <abbr title="Jobseekers Act 1995 c. 18">1995 Act</abbr>” means the Jobseekers Act 1995<authorialNote class="footnote" eId="f00002" marker="2"><p><ref eId="c00025" href="http://www.legislation.gov.uk/id/ukpga/1995/18">1995 c.18</ref>.</p></authorialNote>.</p></content></hcontainer></paragraph></article><article eId="article-2"><heading>Appointed day</heading><num>2.</num><intro><p>9th March 2011 is the day appointed for the coming into force of the following provisions of <abbr title="Welfare Reform Act 2009 c. 24">the Act</abbr>—</p></intro><level class="para1" eId="article-2-a"><num>(a)</num><content><p>section 32(1) (contracting out functions under the <abbr title="Jobseekers Act 1995 c. 18">1995 Act</abbr>) in so far as is necessary for the purposes of paragraphs (b) and (c) of this article;</p></content></level><level class="para1" eId="article-2-b"><num>(b)</num><content><p>section 32(2), but only in so far as it confers power to make regulations under section 20E(3) of the <abbr title="Jobseekers Act 1995 c. 18">1995 Act</abbr> (contracting out) in relation to the functions of the Secretary of State under regulations under section 17A (schemes for assisting persons to obtain employment: “work for your benefit” schemes <abbr title="et cetera" xml:lang="la">etc.</abbr>) of the <abbr title="Jobseekers Act 1995 c. 18">1995 Act</abbr>; and</p></content></level><level a new section 20E into that Act.Section 20E of the Jobseekers Act 1995 allows the Secretary of State to make regulations which enable persons to be authorised to exercise functions of the Secretary of State.</p></blockContainer><blockContainer ukl:Name="P"><p>A full impact assessment has not been published for this instrument as it has no impact on the private sectors and civil society
