The Secretary of State, in exercise of the powers conferred by sections 55(2) and (7) and 143(1) of the Local Government Finance Act 19881 and sections 21(1), 28(1) and 29(1) of, and paragraphs 2 and 5 of Schedule 3 to, the Business Rate Supplements Act 20092, makes the following Regulations:
