12.—(1) The applicant must supply the [F1Secretary of State] with such information in relation to the proposed application as the applicant would supply to the [F1Secretary of State] for the purpose of complying with regulation 10 if the applicant were required by that regulation to consult the [F1Secretary of State] about the proposed application.
(2) The applicant must comply with paragraph (1) on or before commencing consultation under regulation 10.
