This order is made in exercise of powers conferred by paragraph 8(1) of Schedule 8, and paragraph 3(1) of Schedule 10, to the Traffic Management Act 2004(1).

The West Sussex County Council has applied to the Secretary of State for an order to be made, in exercise of those powers, in respect of part of the council’s area.

In accordance with the requirements of paragraph 8(3) of that Schedule 8 and paragraph 3(4) of that Schedule 10, the Secretary of State has consulted the Chief Constable of Sussex.

Accordingly, the Secretary of State(2) makes this order.

Citation and commencement

1.  This order may be cited as the Civil Enforcement of Parking Contraventions Designation (No.2) (West Sussex) (Chichester and Crawley) Order 2010 and shall come into force on 12th April 2010.

Designation of civil enforcement area and special enforcement area under the Traffic Management Act 2004

2.  The Secretary of State designates the part of the area of The West Sussex County Council specified in the schedule as—

(a)a civil enforcement area for parking contraventions; and

(b)a special enforcement area.

Article 2

SCHEDULEThe part of the area of The West Sussex County Council designated as a civil enforcement area for parking contraventions and as a special enforcement area

1.  The district of Chichester except the A27 trunk road and its slip roads.

2.  The borough of Crawley except—

(a)the following roads within the perimeter of Gatwick Airport—

(i)the R20 North Terminal Approach Road from the perimeter of Gatwick Airport (at Ordnance Survey National Grid reference point TQ2784241882) to its junction with the R21 Northway at the perimeter of Gatwick Airport (at Ordnance Survey National Grid reference point TQ2783041899),

(ii)the R17 Longbridge Way from the perimeter of Gatwick Airport (at Ordnance Survey National Grid reference point TQ2783841952) to its junction with the R23 Perimeter Road North (at Ordnance Survey National Grid reference point TQ2770542060),

(iii)the R13 Gatwick Way from the perimeter of Gatwick Airport (at Ordnance Survey National Grid reference point TQ2789241868) to its junction with the R23 Perimeter Road North (at Ordnance Survey National Grid reference point TQ2799541769),

(iv)the R4 Caledonian Way from the perimeter of Gatwick Airport (at Ordnance Survey National Grid reference point TQ2856441488) to the R25 Queens Gate roundabout (at Ordnance Survey National Grid reference point TQ2851841525),

(v)the R22 Perimeter Road East from the perimeter of Gatwick Airport (at Ordnance Survey National Grid reference point TQ2828940166) to its junction with the R24 Perimeter Road South (at Ordnance Survey National Grid reference point TQ2840940178),

(vi)the R4 Caledonian Way from the perimeter of Gatwick Airport (at Ordnance Survey National Grid reference point TQ2861141501) to its junction with the R32 Station Approach Road (at Ordnance Survey National Grid reference point TQ2866241496),

(vii)the R32 Station Approach Road from the perimeter of Gatwick Airport (at Ordnance Survey National Grid reference point TQ2861341520) to Ordnance Survey National Grid reference point TQ2867641259,

(viii)the R28 Ring Road South from the perimeter of Gatwick Airport (at Ordnance Survey National Grid reference point TQ2918441563) to its junction with the R3 Buckingham Gate (at Ordnance Survey National Grid reference point TQ2919641430),

(ix)the R3 Buckingham Gate from its junction with the R28 Ring Road South (at Ordnance Survey National Grid reference point TQ2919641430) to the perimeter of Gatwick Airport (at Ordnance Survey National Grid reference point TQ2924341398), and

(x)the R27 Ring Road North from the perimeter of Gatwick Airport (at Ordnance Survey National Grid reference point TQ2915641559) to its junction with the R28 Ring Road South (at Ordnance Survey National Grid reference point TQ2919641430);

(b)the M23 motorway, including its slip roads;

(c)the A23 including its slip roads—

(i)from junction 9A of the M23 (at Ordnance Survey National Grid reference point TQ2920841641) to the boundary with Mole Valley District (at Ordnance Survey National Grid reference point TQ2749042468), and

(ii)from the boundary with Mole Valley District (at Ordnance Survey National Grid reference point TQ2749042468) to junction 11 of the M23 (at Ordnance Survey National Grid reference point TQ2634533540);

(d)the A264—

(i)from junction 11 of the M23/A23 (at Ordnance Survey National Grid reference point TQ2625633492) to the boundary with Horsham District (at Ordnance Survey National Grid reference point TQ2482934455), and

(ii)along the boundary with Horsham District from Ordnance Survey National Grid reference point TQ2415634638 to Ordnance Survey National Grid reference point TQ2385834622;

(e)the A2011 including its access roads from junction 10 of the M23 (at Ordnance Survey National Grid reference point TQ3004438681) to its junction with the A23 (at Ordnance Survey National Grid reference point TQ2695337760);

(f)the A2220 from its junction with the A23 (at Ordnance Survey National Grid reference point TQ2579635672) to its junction with the A264 Horsham Road roundabout (at Ordnance Survey National Grid reference point TQ2417734666);

(g)Lowfield Heath Road from the boundary with Mole Valley District (at Ordnance Survey National Grid reference point TQ2489840290) to its junction with Bonnetts Lane (at Ordnance Survey National Grid reference point TQ2540139676);

(h)Charlwood Road from its junction with Bonnetts Lane (at Ordnance Survey National Grid reference point TQ2540139676) to its junction with Old Brighton Road (at Ordnance Survey National Grid reference point TQ2721840078);

(i)Old Brighton Road from its junction with Lowfield Heath roundabout (at Ordnance Survey National Grid reference point TQ2718439897) to its junction with Charlwood Road (at Ordnance Survey National Grid reference point TQ2721840078); and

(j)Old Brighton Road from its junction with Charlwood Road (at Ordnance Survey National Grid reference point TQ2721840078) to the perimeter of Gatwick Airport (at Ordnance Survey National Grid reference point TQ2724740209).

This order designates part of the area of The West Sussex County Council as a civil enforcement area for parking contraventions and as a special enforcement area for the purposes of Part 6 of the Traffic Management Act 2004.

An impact assessment has not been produced as no impact on the private or voluntary sectors is foreseen.

The Secretary of State is, by virtue of section 92 of the Traffic Management Act 2004, the ‘appropriate national authority’ as regards England for the purposes of Part 6 of that Act.
