The householder or joint householders, or in the absence of any such person capable of completing a return any person acting on their behalf, of every household in England. Where article 5(8) of the Census Order applies, the person responsible under that article for making a return in England. | The questionnaire entitled “H1 Household Questionnaire England” in Schedule 3. |
Every usual resident specified in column (2) in Group B to F in Schedule 1 to the Census Order or any person acting on behalf of that person, in England.
