The Commissioners for Her Majesty’s Revenue and Customs, in exercise of the powers conferred by sections 9(1), (4) and (6), 12(6) and (7), and 79 (2A),(4) and (7) of the Social Security Act 19981, articles 10(1), (4) and (6), 13(7), and 74(2A) and (6) of the Social Security (Northern Ireland) Order 19982 and sections 132(8) and 135 (8) and (9) of the Health and Social Care Act 20083, make the following Regulations:
