This regulation applies where the officer concerned is an officer other than a senior officer.

Subject to paragraph (3), the special case hearing shall be conducted by the chief constable.

Where the chief constable is an interested party or is unavailable, the special case hearing shall be conducted by the chief officer of police of an alternative police force.
