Power to execute works17
If the Licensee fails at any time to perform the obligations arising under clauses 8 or 9 the Minister shall be entitled, after giving to the Licensee reasonable notice in writing—
a
to execute any works and to provide and install any equipment which in the opinion of the Minister may be necessary to secure the performance of all or any those obligations; and
b
to recover the costs and expenses of so doing from the Licensee.
