13. In regulation 14(4) of the Adoption Agencies Regulations 2005(1) (requirement to provide counselling etc) in sub-paragraph (b)(i) insert after “father)”—
“, or paragraph 4ZA of the 1989 Act(2) (acquisition of parental responsibility by second female parent)”.

Section 4ZA was inserted by the Human Fertilisation and Embryology Act 2008 (c. 22) section 56, Schedule 6, Part 1, paragraph 27.
