This Order revokes and re-enacts with amendments the Specified Animal Pathogens Order 1998 (S. I. 1998/463).
The principal change is to provide for additional powers for inspectors (Schedule 2).
As in the previous Order, it provides that possession of an animal pathogen specified in Part 1 of Schedule 1, or introduction into an animal of an animal pathogen specified in Parts 1 and 2 of that Schedule, requires a licence from the Secretary of State.
A full impact assessment has been prepared and placed in the library of each House of Parliament. It is also available on the Defra website.
