Her Majesty, in exercise of the powers conferred upon Her by section 1 of the United Nations Act 1946(1), is pleased, by and with the advice of Her Privy Council, to order as follows:—

Citation, commencement and extent

1.—(1) This Order may be cited as the United Nations Arms Embargoes (Rwanda) (Amendment) Order 2008 and shall come into force on 12th December 2008.

(2) In this Order “the Principal Order” means the United Nations Arms Embargoes (Liberia, Somalia and the Former Yugoslavia) Order 1993(2).

(3) This Order shall extend to the United Kingdom.

Amendment of the Order

2.  The Principal Order is amended as follows:—

(1) In Article 2 the words “Rwanda or” are omitted from the definition of “prohibited destination”.

(2) In Article 2 sub-paragraph (ii) shall be deleted from the definition of “prohibited goods”.

(3) In Article 3(1) sub-paragraphs (c)(iv) and (c)(v) shall be deleted and the word “or” shall be removed from the end of sub-paragraph (c)(iii) and a full-stop inserted.

(4) In Article 7 paragraph (1A) and (3A) shall be deleted.

(5) In Article 8 the words “or (1A)” which appear before the words “of article 7” in paragraphs (1), (3) and (5) shall be deleted.

(6) In Article 8 sub-paragraph 8(c) the words “or Rwanda” shall be deleted.

(7) In Article 10 sub-paragraph 1 the words “or (3A)” shall be deleted.

(8) In sub-paragraph 4(c) of the Schedule the words “Rwanda or” shall be deleted.

EXPLANATORY NOTE

(This note is not part of the Order)

This Order amends the United Nations Arms Embargoes (Liberia, Somalia and the Former Yugoslavia) Order 1993 by removing references relating to Rwanda in the Order to take account of the lifting of the arms embargo imposed on Rwanda by United Nations Security Resolution 918 (1994) of 17th May 1994. The arms embargo on Rwanda has been lifted following the adoption of United Nations Security Council Resolution 1823 (2008) which was adopted on 10th July 2008.

A Regulatory Impact Assessment has not been produced for this instrument as it has no impact on the costs of business, charities or voluntary bodies.
