149.  In section 12 (appeal to appeal tribunal)(1)—

(a) in the heading for “appeal tribunal” substitute “First-tier Tribunal”; and

(b) in subsections (2), (4), (5) and (8) for “an appeal tribunal” substitute “the First-tier Tribunal”.
