The Secretary of State for Transport makes the following Regulations in exercise of the powers conferred by sections 99(1), (2) and (3), 101(3) and (7), 101A(1) and 103(3) of the Road Traffic Regulation Act 19841 (“the 1984 Act”) and section 9 of the Traffic Management Act 20042.

In accordance with section 134(2) of the 1984 Act she has consulted with such representative organisations as she thought fit.
