Under section 3(1) of the Parliamentary Constituencies Act 1986(1)(“the 1986 Act”), the Boundary Commission for Northern Ireland have submitted to the Secretary of State a report dated 14th September 2007 showing the constituencies into which they recommend Northern Ireland should be divided, in accordance with that Act.
Under section 3(5) of the 1986 Act, the Secretary of State has laid a copy of the report before Parliament together with a draft of this Order to give effect, without modifications, to the recommendations in the report and the draft Order has been approved by a resolution of each House of Parliament.
Accordingly, Her Majesty is pleased, by and with the advice of Her Privy Council, to make the following Order under section 4 of the 1986 Act:
1. This Order may be cited as the Parliamentary Constituencies (Northern Ireland) Order 2008 and shall come into force on the fourteenth day after the day on which it is made (2).
2.—(1) For all the constituencies in Northern Ireland there shall be substituted the constituencies which—
(a)are named in the left-hand column of the Schedule to this Order;
(b)are designated in that column as either county constituencies or borough constituencies; and
(c)comprise the areas set out in the right-hand column of that Schedule.
(2) The areas set out in the right-hand column of the Schedule to this Order are local government areas as they existed on 14th September 2007.
(3) The Chief Electoral Officer for Northern Ireland shall make such re-arrangement or adaptation of the register of parliamentary electors as may be necessary to give effect to this Order.

This Order gives effect, without modification, to the recommendations set out in the report of the Boundary Commission for Northern Ireland dated 14th September 2007. The report sets out proposals for parliamentary constituencies in Northern Ireland consequent on a review by the Commission of representation in the House of Commons of Northern Ireland.
Article 2 of, and the Schedule to, the Order give effect to those proposals. By virtue of section 4(6) of the Parliamentary Constituencies Act 1986 (c.56), the coming into force of the Order does not affect any parliamentary election until a proclamation is issued by Her Majesty summoning a new Parliament, or affect the constitution of the House of Commons until the dissolution of the Parliament then in being.
1986 c.56; section 3 has been amended by section 16 of, and Part 1 of Schedule 3 to, the Political Parties, Elections and Referendums Act 2000 (c.41). However, these amendments have yet to be commenced.
The effect of section 4(6) of the Parliamentary Constituencies Act 1986 is that the coming into force of this Order shall not affect any parliamentary election until a proclamation is issued by Her Majesty summoning a new Parliament and shall not affect the constitution of the House of Commons until the dissolution of the Parliament now in being.
