In section 19 M1 (regulations with respect to the register)—
a
in subsection (1), for “The Council” substitute “
Subject to subsection (1A), the Council
”
; and
b
after subsection (1) insert—

Regulations under this section shall not prescribe fees in respect of registration in the list mentioned in section 14(1A)(c).
