16. For regulation 40 of the SSR 2007, substitute—
“40. An eligible student qualifies for a grant to assist with the additional expenditure which the Secretary of State is satisfied that he is obliged to incur in connection with his attendance on a designated course by reason of a disability to which he is subject.”.
