A utility may purchase work, works, goods or services from or through a central purchasing body.

Where a utility makes purchases in accordance with paragraph (1), it shall be deemed to have complied with these Regulations, or where appropriate the Public Contracts Regulations 2006, to the extent that the central purchasing body has complied with them.
