Where any person has not complied with a notice served upon him under this Order, an authorised person may arrange for it to be complied with.

The person upon whom the notice is served shall be liable for any costs incurred under paragraph (1).

Any action taken by an authorised person under paragraph (1) and any recovery of costs under paragraph (2) shall be without prejudice to any proceedings for an offence arising out of contravention of a notice served under this Order.
