Subject to paragraph (2), an operator of a scheme shall register each producer who is a member of that scheme with the appropriate authority for each compliance period, or part of a compliance period, during which that producer’s membership of the scheme subsists.

Paragraph (1) shall not apply where regulation 21 applies.
