The Secretary of State for Transport, with the consent of the Treasury, makes the following Regulations in exercise of the powers conferred by section 302(1) of the Merchant Shipping Act 1995(1):
1. These Regulations may be cited as the Merchant Shipping (Fees) (Amendment) Regulations 2006 and come into force on 1st January 2007.
2.—(1) The Merchant Shipping ((Fees) Regulations 2006(2) are amended as provided in paragraph (2).
(2) For Part 5 of Schedule 1 (boatmasters’ licences) there is substituted—
In this Part—
(a)“the 1993 Regulations”means the Merchant Shipping (Local Passenger Vessels) (Masters’ Licences and Hours, Manning and Training) Regulations 1993(3);
(b)the following expressions—
“boatmaster’s licence” and related expressions,
“boatmaster’s certificate” and related expressions,
“relevant local knowledge endorsement”,
“Rhine navigation licence”, and
“supplementary licence”,
have the meanings respectively given in the Merchant Shipping (Inland Waterway and Limited Coastal Voyages) (Boatmasters’ Qualifications and Hours of Work) Regulations 2006(4); and
(c)“specialist endorsement” means an endorsement other than a relevant local knowledge endorsement.

These Regulations amend the Merchant Shipping (Fees) Regulations 2006 by replacing the schedule of fees for examinations for and the issue of boatmasters’ licences (and related matters) under the Merchant Shipping (Local Passenger Vessels) (Masters’ Licences and Hours, Manning and Training) Regulations 1993 (S.I. 1993/1213, the “1993 Regulations”) with fees for similar functions carried out under the Merchant Shipping (Inland Waterway and Limited Coastal Voyages) (Boatmasters’ Qualifications and Hours of Work) Regulations 2006 (S.I. 2006/3223, the “2006 Regulations”).
The fees for functions under the 2006 Regulations remain unchanged from fees for the equivalent functions under the 1993 Regulations. Thus, for example:
the fees for the two parts of the examination for a boatmaster’s licence whether taken on one occasion or separately remain the same;
the fees for the issue and revalidation of a boatmaster’s licence or certificate are the same as the fees for the issue and revalidation of a licence under the 1993 Regulations;
a supplementary licence is issued to the holder of a Rhine navigation licence for the same purpose as a relevant local knowledge endorsement on a boatmaster’s licence and the fees are the same.
No Regulatory Impact Assessment has been prepared in connection with these Regulations as they are not considered to have any impact on the costs or savings of business or the voluntary or public sectors.
