The Secretary of State for Transport, makes the following Regulations in exercise of the powers conferred by sections 17(2) and (3) of the Road Traffic Regulation Act 1984(1).
In accordance with section 134(2) of that Act he has consulted with representatives of those whom he considers likely to be affected by the Regulations.
1. These Regulations may be cited as the M53 Motorway (Bidston Moss Viaduct)(50 Miles per Hour Speed Limit) Regulations 2006, and shall come into force on 12th December 2006.
2. No person shall drive a motor vehicle at a speed exceeding 50 miles per hour along—
(a)the northbound or southbound carriageways of the M53 motorway at Junction 1 (Bidston Moss Viaduct) for a distance of 560 metres from Marker Post 8/2 to a point 60 metres south of Marker Post 8/7;
(b)the northbound exit slip road at Junction 1 (Bidston Moss Viaduct) of the M53 motorway from the point where the slip road leaves the northbound carriageway of that Motorway to the point where the slip road joins with the A5139, a length of 104 metres; and
(c)the southbound entry slip road at Junction 1 (Bidston Moss Viaduct) of the M53 Motorway from the point where the slip road leaves the A5139 to the point where the slip road joins with the southbound carriageway of that Motorway, a length of 120 metres.

These Regulations impose a permanent 50 miles per hour speed limit on a section of the M53 Motorway at Junction 1 (Bidston Moss Viaduct) and on two slip roads at this junction, in the Borough of Wirral in the County of Merseyside.
A regulatory impact assessment has not been produced for this instrument as it has no impact on the costs of business, charities or voluntary bodies.
