4.—(1) Subject to paragraphs (2) and (3), section 36(3)(b) of the Act shall come into force on the commencement date.
(2) Section 36(3)(b) of the Act shall have effect in relation to purchases (whether compulsory or voluntary) completed before, on or after the commencement date.
(3) In its application by virtue of section 36(3)(b) of the Act, section 295 of the Housing Act 1985(1) is modified so that extinguishment of rights and easements under that section takes effect, in the case of a purchase completed before the commencement date, on the commencement date.
