The PPF Ombudsman may, with the approval of the Secretary of State as to numbers, appoint such persons to be members of his staff as the PPF Ombudsman considers appropriate.

Any such appointments are to be made on such terms and conditions as are determined by the PPF Ombudsman with the approval of the Secretary of State.
