46. In the Schedule to the Environment and Safety Information Act 1988(1) (authorities and statutory functions) after the entry for the Food and Environment Protection Act 1985 insert the following entry—

Explanatory Memorandum
Explanatory Memorandum sets out a brief statement of the purpose of a Statutory Instrument and provides information about its policy objective and policy implications.
