The Secretary of State, in exercise of the powers conferred upon him by section 103 of the Army Act 19551, section 103 of the Air Force Act 19552, section 58 of the Naval Discipline Act 19573, and sections 111 and 132 of the Criminal Justice Act 20034, hereby makes the following Rules:
