The following provisions of the Act shall come into force on 9th July 2004:

• sections 22 to 27; and

• section 28(1) and (3).

The following provisions of the Act shall, subject to article 3, come into force on 1st October 2004:

• section 29(1);

• section 31(1) to (5);

• section 32(1) to (6);

• sections 34 to 40;

• Schedules 2 to 5.
