The Offshore Installations (Safety Zones) Order 2003

Coming into force

The Secretary of State, in exercise of the powers conferred on him by section 22(1) and (2) of the Petroleum Act 19871 (hereinafter referred to as “the Act”) and of all other powers enabling him in that behalf, and for the purpose of giving effect to proposals submitted to him by the Health and Safety Commission under section 24(2A) of the Act, hereby makes the following order:

Citation and commencement1

This order may be cited as the Offshore Installations (Safety Zones) Order 2003 and shall come into force on 7th April 2003.

Establishment of safety zones2

A safety zone is hereby established around each installation specified in column 1 of the Schedule hereto (being an installation stationed in waters to which subsection (7) of section 21 of the Act applies) having a radius of five hundred metres from the point as respects that installation which has the co-ordinates of latitude and longitude according to European Datum (1950) specified in columns 2 and 3 of the Schedule.

Amendment of the Offshore Installations (Safety Zones) (No. 2) Order 20023

In the Schedule to the Offshore Installations (Safety Zones) (No. 2) Order 20022

a

in the entry relating to Madoes Production Manifold, for “01° 26.02− E” in column 3 there shall be substituted “01° 26.21− E”;

b

in the entry relating to Mirren East Production Well—

i

for “57° 18.5−” in column 2 there shall be substituted “57° 18.51−”; and

ii

for “00° 54.66− E” in column 3 there shall be substituted “01° 54.66− E”;

c

in the entry relating to Mirren West Production Well—

i

for “57° 18.06−” in column 2 there shall be substituted “57° 18.65−”; and

ii

for “01° 52.04− E” in column 3 there shall be substituted “01° 52.42− E”;

d

in the entry relating to Galley G6 Well and Tree, for “00° 31.06− E” in column 3 there shall be substituted “00° 31.61− E”;

e

in the entry relating to Drill Centre 4 (DC4), for “Block 211/13a” in column 1 there shall be substituted “Block 211/14”; and

f

in the entry relating to Drill Centre 5 (DC5), for “Block 211/13a” in column 1 there shall be substituted “Block 211/14”.

Revocation of orders4

The following orders are revoked—

a

the Offshore Installations (Safety Zones) (No. 2) Order 19833;

b

the Offshore Installations (Safety Zones) (No. 21) Order 19834; and

c

the Offshore Installations (Safety Zones) (No. 50) Order 19845.

This order establishes, under section 22 of the Petroleum Act 1987, safety zones having a radius of 500 metres from the specified point around each installation specified in the Schedule to this order and stationed in waters to which section 21(7) of that Act applies (these include territorial waters and waters in areas designated under section 1(7) of the Continental Shelf Act 1964 (c. 29)) (article 2).

Vessels, which for this purpose include hovercraft, submersible apparatus and installations in transit, are prohibited from entering or remaining in a safety zone except with the consent of the Health and Safety Executive or in accordance with regulations made under section 23(1) of the Act (currently the Offshore Installations (Safety Zones) Regulations 1987/1331).

The order corrects errors in respect of the co-ordinates for six installations in the Schedule to the Offshore Installations (Safety Zones) (No. 2) Order 2002/2467, designated as Madoes Production Manifold, Mirren East Production Well, Mirren West Production Well, Galley G6 Well and Tree, Drill Centre 4 (DC4) and Drill Centre 5 (DC5) (article 3).

The order revokes three orders establishing safety zones which are no longer required because the installations (Maureen 16/29a-ALC, Maureen 16/29a-A and Hutton TLP respectively) have been removed (article 4).
