The Secretary of State for Environment, Food and Rural Affairs, in exercise of the powers conferred upon her by sections 23(1) and (2), 32, 44(2), 45(1)1, 94 and 95(5) of the Countryside and Rights of Way Act 20002, and of all other powers enabling her in that behalf, hereby makes the following Regulations:
